ORGANIZATIONAL AND OPERATIONAL REGULATION OF EDENLAND ADVENTURE PARK PAID PARKING SYSTEM
This Regulation lays down the general rules to be observed by all visitors of EDENLAND PARK and in particular by drivers using EDENLAND PARK parking lot in order to make the most efficient use of the existing parking spaces and to ensure the smooth flow of traffic.
The EDENLAND PARK parking lot is a private property and drivers may only enter it if they comply with this Regulation and with road legislation.
The EDENLAND PARK parking lot serves exclusively the EDENLAND PARK Adventure Park and is intended for the short-term parking of cars belonging to guests staying in the park.
By entering the EDENLAND PARK parking lot, the driver of the vehicle accepts and undertakes to comply with the conditions of this Regulation and the road signs inside the parking lot.
CHAPTER 1 – GENERAL PROVISIONS
Art.1 For the purposes of this Regulation, parking spaces are specially arranged and marked areas, delimited in a perpendicular manner to the edge of the roadway.
Art.2 Each driver shall park his/her vehicle in such a way as to occupy only one parking space and not to hinder the occupation of the neighboring parking spaces by exceeding the marked limits of the parking space occupied.
Art.3 EDEN SRL reserves the right to delimit certain areas of the parking premises in which specific rules exceeding this Regulation will apply.
Art.4 Access to the EDENLAND PARK parking lot is done by applying for and obtaining an access ticket. Leaving the parking lot is done after validation and payment of the parking fee, using the access ticket. Leaving the parking lot without paying the due parking fee shall be sanctioned in accordance with this Regulation.
CHAPTER 2 – PAID PARKING LOT SCHEDULE
Art.5 The parking lot opening hours are:
Monday – Sunday from 00:00 to 24:00
The maximum parking time is 24 consecutive hours.
Art.6 Depending on the occupancy rate of the parking spaces or other exceptional situations, EDEN SRL may temporarily restrict access to the parking area.
CHAPTER 3 – PAYMENT SYSTEM. APPLICABLE FEES AND RULES
Art.7 Paid parking within the specially arranged areas provided for in this Regulation is based on the hourly rate principle.
Art.8 The parking fee is 5 (five) lei/hour (VAT included) and cannot be split. Any division of the hourly interval will be charged taking into account the fee for an entire hour.
During the first 30 minutes after entry, leaving the parking lot is free of charge. After payment of the parking fee, the parking right is cancelled and the parking lot must be vacated within 20 (twenty) minutes, otherwise the fee for another hour’s parking is due.
Art.9 The parking fee shall be paid on the basis of the access ticket as follows:
a. using the automatic machines located near the parking spaces:
– by means of banknotes. The number of banknotes to be inserted shall be as many as necessary up to the amount of the applicable fee. Banknotes with a face value of more than 100 (one hundred) lei are not accepted. Coins are not accepted.
– by credit or debit card
b) by credit/debit card, by scanning the parking ticket into the UPPARK application for validation.
Art.10 In the event of loss, destroying or damaging the parking access ticket, a duplicate can be requested at the EDENLAND PARK parking machine for a fee of 50 lei (VAT included).
Art.11 Vehicles parked irregularly, in places other than those specially arranged or occupying more than one parking space, in places intended for disabled persons, on the roadway, including those parked for more than 24 consecutive hours, or otherwise violating the provisions of this Regulation, will be blocked. The same measures will be taken in the case of parking in spaces reserved for electric or hybrid vehicle charging stations by vehicles not using the charging stations.
Art.12 For the unlocking of vehicles, a fee of 200 (two hundred) lei (VAT included) will be charged, which represents the countervalue of the unlocking service. The amount shall be paid at the EDENLAND PARK parking machine.
CHAPTER 4 – TRAFFIC AND PARKING RULES
Art.13 EDEN SRL reserves the right to refuse access to the parking plot area to vehicles whose drivers are in any of the following situations:
– they have left the parking lot in the past without paying the due parking fee;
– have caused damage to EDENLAND PARK Adventure Park;
– have committed acts of violence in or near EDENLAND PARK Adventure Park.
Art.14 The maximum speed inside the parking lot is 5 km/h and drivers are required to strictly observe the road markings and signs. Access by animal-drawn vehicles and vehicles with a maximum authorized weight of over 3.5 tons or those with trailers is prohibited.
Art.15 Parking of motor vehicles is allowed only in specially designed parking areas.
Art.16 Delivery or supply vehicles are prohibited.
Art.17 The parking spaces reserved for disabled persons are located in the immediate vicinity of the park access gate and may only be used by vehicles displaying the identification card issued by the competent authorities, containing the international representative sign. Disabled persons holding a parking card have the right to park free of charge on the specially designed parking spaces. In the event that false parking cards are used or disabled persons are missing, in order to obtain the above-mentioned advantages, the driver will be prohibited from parking in the specially arranged parking spaces.
Art.18 Entering the parking lot after issuing the access ticket represents the tacit consent of the driver to the compliance with the provisions of this Regulation, including the provisions of Art. 12, regarding the blocking of irregularly parked vehicles in special places.
Art.19 Any kind of noisy events is forbidden in EDENLAND PARK parking lot.
Art.20 Drivers, customers and visitors agree:
a) Not to use the parking lot for dangerous, illegal, immoral activities or for begging;
b) Not to use the parking lot for vehicle repair or other such activities;
c) Not to hold any political meetings, public demonstrations, strikes, shows or commercial activities in the parking lot;
d) Not to camp in the parking lot and not to organize picnics, sports or other recreational activities;
e) Not to distribute advertising material or other displays without the written consent of EDEN SRL;
f) Not to do anything likely to disturb public order, cause damage or inconvenience to the parking lot or its users;
g) Not to leave unattended animals or dangerous substances in their vehicles;
h) Not to leave minors unattended in the parking lot or in parked vehicles.
i) Use the waste bins located in the parking lot in a civilized manner.
Art.21 Long-term parking (defined as a period of more than 24 consecutive hours) is prohibited on parking spaces. The parking lot manager may decide to block the vehicle and unblock it at the driver’s expense, according to Chapter 3, Art. 13.
CHAPTER 5 – THE DRIVER’S DUTIES
Art.22 The driver is required to fully comply with the EDENLAND PARK parking lot operational regulation, and if he/she violates any of the provisions of the Regulation, the concerned driver will be subject to the appropriate sanction.
Art.23 Drivers shall not enter the parking lot without the ticket issued at the opening of the barrier, bearing in mind that exit from the parking lot is permitted only after payment and validation of the ticket.
Art.24 Any damage caused to their own vehicles or to other vehicles or installations by drivers, while driving or parking in the EDENLAND PARK parking lot, will be borne by the guilty persons, excluding EDEN SRL’s liability.
Art.25 When parking vehicles, the driver is required to stop the engine and secure the goods left inside the vehicle, by closing the doors, hoods, engine and boot, windows, hatch, fuel filler flap, etc., EDEN SRL not being responsible in any way for their security.
Art.26 Vehicle occupants are advised not to leave their valuables in the vehicles, regardless of the area in which they are located, EDEN SRL not being responsible for their disappearance.
Art.27 Drivers and other occupants are required to follow the instructions of EDEN SRL representatives, the security company or the fire brigade on duty.
Art.28 The driver and the other occupants of the vehicle will maintain cleanliness at the parking space and will not deposit any kind of material in the parking lot area, the waste will be thrown in the waste bins installed.
CHAPTER 6 – BLOCKING OR REMOVAL OF THE VEHICLE
Art.29 Vehicles blocking or obstructing traffic, vehicles parked in parking spaces other than those specially arranged, those occupying more than one parking space and those parked for more than 24 consecutive hours, as well as those occupying parking spaces intended for disabled persons without holding the parking card mentioned in Art.18, shall be blocked or removed.
Art.30 One of the wheels of the vehicle shall be blocked for irregular parking. The wheel lock will prevent its removal, not allowing the removal of the locked wheel, either. The procedure for unlocking vehicles with a locked wheel or those which have been removed is the same and is specified below.
Art.31 Prior to blocking the vehicles, they will be photographed in order to prove the violation of this Regulation by the drivers. Also, after blocking the wheel, photographs will be taken of the vehicle with the blocked wheel. A notice will be affixed to the windscreen of the blocked vehicle, containing information on the offence committed and the steps to be followed by the driver to unlock the vehicle, i.e. payment of the unblocking fee and signing of the unblocking report. The driver will pay the unlocking fee and sign the report, otherwise EDEN SRL staff may refuse to unlock the wheel.
Art.32 Locking/unlocking activities will be provided by EDEN SRL’s protection and security service. Unlocking takes up to 30 minutes provided the fee mentioned in Art. 13 is paid.
CHAPTER 7 – DAMAGE TO VEHICLES
Art.33 EDEN SRL’s security staff is not responsible for guarding vehicles parked in the parking lot.
Art.34 EDEN SRL does not undertake in any way civil or criminal liability for any damage, theft, fire, as well as for any kind of damage caused by EDENLAND PARK customers or third parties to the vehicles in the parking lot.
CHAPTER 8 – FINAL PROVISIONS
Art.35 The management of EDEN SRL reserves the right to amend this Regulation as it sees fit.
Art.36 Vehicles abandoned in the EDENLAND PARK parking lot will be subject to the provisions of this Regulation regarding removal. Any vehicle parked for more than 24 consecutive hours is considered abandoned.
Art.37 The occupation of parking spaces within the EDENLAND PARK parking lot with various objects is forbidden; the objects will be removed immediately and the person responsible for placing them will be charged a removal fee of 100 (one hundred) lei (VAT included).
Art.38 The provisions of this Regulation shall also apply to vehicles used for supply or delivery, as well as to those performing taxi services.
